Whoever has crossed the flood, established in the Dhamma, without impulses, that one is freed from all bonds, released from all suffering.

Vīttasamussāhaṁ — having crossed the flood. The ogha (flood) is the overwhelming force of desires that drags us. Crossing it means rising above.

Nissato — without impulses, without being dragged. When the Dhamma is the refuge, the waters can no longer drag us. The Nāgavagga closes here — the tamed elephant has crossed the river.
