Śivasaṃhitā 5.209

The final rhetorical question—«without practice, how can success come?»—inverts the path: if liberation is the original nature, why practice? The tantric answer is that practice does not create freedom but dissolves what obscures it. Without the practice that eliminates conditioning’s layers, the always-present freedom is never recognized as such.

Śrāvayeta = should be made to hear, should be recited (śru = to hear), sādhu = noble, good, righteous, mokṣārthin = one who seeks liberation (mokṣa = liberation, arthin = seeker), abhyāsa = sustained practice, siddhi = achievement/perfection. The question’s rhetoric (kena = how?) assumes the answer: practice is indispensable.

The instruction to share this science with «all noble ones» (sarve sādhavaḥ) who seek liberation contrasts with earlier instructions to guard the secret. This tension is characteristic of mature tantric texts: there is a secret to protect from the unprepared, but also an obligation to transmit to the sincere. The guru’s discernment determines who is who.
