Chapter 14 begins with Janaka speaking from his own realization. The opening statement frames the chapter: wherever desire arises, there the world arises; wherever desire is absent, there the world is absent. This does not deny the physical universe but locates the “world” (saṃsāra) in the mind’s projection. Freedom is therefore not geographical withdrawal but the dissolution of craving, which collapses the entire apparatus of bondage.
