Yo ca pubbe pamajjitvā, pacchā so nappamajjati; somaṃ lokaṃ pabhāseti, abbhā muttova candimā.

The one who was formerly negligent but later ceased to be negligent illumines this world like the moon freed from clouds.
Yo ca pubbe pamajjitvā pacchā so nappamajjati — the one who was formerly negligent but later ceased to be negligent: pamajjitvā is having been negligent; nappamajjati is no longer being negligent. Transformation does not require initial perfection — it requires genuine change.
Somaṃ lokaṃ pabhāseti — illumines this world: pabhāseti is to make shine, to illuminate. The one who emerges from negligence not only benefits themselves but illuminates the world around them. Personal transformation has collective effect.
Abbhā muttova candimā — like the moon freed from clouds: the moon is not created anew when clouds disperse — it was always there. Thus the luminosity of the human being: it is not created by practice but revealed when obstacles (clouds of negligence, ignorance, attachment) are removed.
This image is one of the most hopeful in the Dhammapada. No matter how long you have been in the darkness of negligence — the moment you awaken to practice, luminosity reveals itself immediately and completely, like the full moon behind clouds.
