Sabbā save sadā hare, sabbasaṅgapariññū ca; pariññā'sabbasaṅgānaṃ, eso maggo anuttaroti.

Always bear all impurities, who comprehend all bonds; complete understanding of all bonds, this is the unsurpassed path.

Sabbasaṅgapariññū — those who comprehend all bonds. Pariññā is full knowledge, not superficial. It implies having traversed the experience.

Anuttara — unsurpassed. The path is not the best among several, it is unsurpassed because there is no other that goes beyond the extinction of thirst.
