Commentary
The «lords of the maṇḍalas» (maṇḍalīka) with their circles (samaṇḍala) represent reality’s organizing principles at all levels: maṇḍalas are the structured force fields governing everything from planetary realms to meteorological phenomena. Controlling them means aligning the practitioner’s will with reality’s own organizational patterns.
Tri-lakṣa = three lakhs (three hundred thousand repetitions), maṇḍalīka = lord of maṇḍalas (maṇḍala = sacred circle, also administered territory), samaṇḍala = together with its maṇḍalas, vaśam āyānti = come under control (vaśa = control, power), nātra kāryā vicāraṇā = no need for deliberation here.
The maṇḍala in tantric thought is not just a meditative diagram but a model of structured reality: each maṇḍala has a center (bindu), a periphery and the forces organizing it. The Śiva-saṃhitā here adopts the tantric cosmology according to which the world is organized in concentric layers of maṇḍalas from atom to cosmos, and the advanced yogi can align their will with any of these levels.
