Daivāsura-Sampad-Vibhāga Yoga · Verse 23

He who, abandoning the precept of scripture, acts according to the impulse of desire, does not attain perfection, nor happiness, nor the supreme destination.

The importance of śāstra as guide. Utsṛjya — abandoning, letting fall. The śāstra-vidhi — the precept, the regulation of scripture. Acting kāma-kārataḥ — impelled (kāra) by desire (kāma), not by dharma.

Three negations: na sa siddhim avāpnoti — he does not attain perfection. Na sukham — not happiness. Na parāṃ gatim — nor the supreme destination. Scripture is not arbitrary restriction but map toward these three goods. Without it, kāma leads to destruction.
