Evildoers, fools, the worst among men — whose knowledge has been stolen by illusion, taking refuge in the demoniac nature — do not surrender to Me.

Those who do not prapadyante: duṣkṛtinaḥ (doers of bad karma), mūḍhāḥ (deluded), narādhamāḥ (worst of men). Their jñāna has been apahṛta (stolen, carried away) by māyā.

Āsuraṃ bhāvam āśritāḥ — having taken refuge in the āsura (demonic, atheistic, ego-centered) disposition. Gītā 16.6+ describes this nature in detail.
