This verse makes an audacious cosmological claim: Kuṇḍalinī is not merely a force within the body but the very form of universal creation itself — jagatsaṃsṛṣṭirūpā. She is perpetually engaged in generation (nirmāṇe satatodyatā), meaning the same energy that sleeps coiled at the body’s base is identical with the creative impulse sustaining the entire manifest cosmos.
The identification of Kuṇḍalinī with the goddess of speech connects her to Vāc, the Vedic deity of primordial language, and more directly to parāvāc in Kashmir Śaivism — the transcendent speech that underlies all articulation. The paradox that she ‘cannot be manifested by speech’ is a deliberate apophatic gesture: the source of language necessarily exceeds any linguistic formulation. This is neti-neti applied to the medium of teaching itself.
That all gods praise her places Kuṇḍalinī above the entire divine hierarchy, as the ground from which divinity itself arises. For the practitioner, this reframes the entire yogic endeavor: awakening Kuṇḍalinī is not a technique for personal benefit but a conscious participation in the universe’s own creative process. The microcosm of the body and the macrocosm of creation are revealed as structurally and energetically identical.
