The vision that all is Brahman — formless and sat-cid-ānanda — grounds the sage’s spontaneous activity in chapter 16. Seeing this, the sage is free from fear and desire, because there is nothing outside Brahman to threaten or attract. If all is Brahman, then action is not different from non-action; the sage acts without an actor, like the sun shining without intention. Freedom from desire is therefore not apathy but the natural fullness of the Self.
