Daivāsura-Sampad-Vibhāga Yoga · Verse 19

तानहं द्विषतः क्रुरान्संसारेषु नराधमान् | क्षिपाम्यजस्रमशुभानासुरीष्वेव योनिषु

tān ahaṃ dviṣataḥ krūrān saṃsāreṣu narādhamān | kṣipāmy ajasram aśubhān āsurīṣv eva yoniṣu

Those haters, cruel, worst of humans, I cast them perpetually into inauspicious existences, into demonic wombs.

The karmic law for the asura. Dviṣataḥ — haters, those who hate. Krūrān — cruel. Narādhamān — worst (adhaman) of humans (nara), failing in their human potential.

Kṣipāmi — I cast, I precipitate. Ajasram — perpetually, without end. Into aśubhān saṃsāreṣu — inauspicious existences in the cycle. Specifically: āsurīṣu eva yoniṣu — in demon (āsurī) wombs (yon). The asura produces more asura — the tendency reinforces itself.
