Yo ve natthi devāya, natthi manussesu vā puthū; Natthi sabbā save loke, sa ve brāhmaṇoti vuccati.

Yo ve natthi devāya, natthi manussesu vā puthū; natthi sabbā save loke, sa ve brāhmaṇoti vuccati.

Who does not exist among gods, nor among humans generally; without impurities in the whole world, that one is called Brahman.

Devā — gods. The brāhmaṇa is not among gods nor among humans. One has transcended all categories of existence.

It is not that one has ascended to a higher level, but that levels no longer apply. One is not in any realm because no realm can contain one.
