Prakaraṇa 2 · Verse 9

व्यापको हि परो ब्रह्म तद् व्याप्तमिधेश्वरम्

vyāpako hi paro brahma tad vyāptamidheśvaram

The supreme Brahman pervades all; this world is pervaded by it

Pervasion (vyāpti) is not occupation. The ocean pervades every wave without being contained by any wave. Consciousness pervades every experience without being limited by any experience. This is not pantheism — God is not identical with the world. It is panentheism in the strictest sense: everything is in consciousness, consciousness is not limited by anything that is in it. The world is saturated with Brahman the way a sponge is saturated with water — remove the water and the sponge remains, but it was the water that gave it substance.
