Rare is the extraordinary human being; one is not born everywhere. Where such a wise one is born, that family prospers in happiness.

Dullabho purisājañño — rare is the extraordinary human being: dullabha is hard to obtain, rare. Purisājañña is the human being of noble race, the extraordinary one. The rarity of the exceptional being is a constant theme in the Dhammapada.

Na so sabbattha jāyati — one is not born everywhere: their appearance is not random or universal. It is conditioned by the collective karma of place and time.

Yattha so jāyati dhīro taṃ kulaṃ sukhamedhati — where a wise one is born, that family prospers: the presence of an extraordinary being benefits not only themselves but their immediate environment. The family (kula) that produces a wise being prospers in happiness.

The teaching has a social dimension: investment in spiritual development is not only individual but communal. Families, communities, and societies that support the development of exceptional beings benefit collectively from their presence.
