The entire universe is the Ātman for the great being who knows it. Chapter 7 takes up the transcendence of karma and destiny, and this verse is placed here to show that there is no fate separate from the Ātman. The whole of saṃsāra, with its laws of cause and effect, is only a display within Consciousness. Who could be subject to karma when all that is, is Ātman?
