यद्यदाचरति श्रेष्ठस्तत्तदेवेतरो जनः | स यत्प्रमाणं कुरुते लोकस्तदनुवर्तते
yad yad ācarati śreṣṭhas tat tad evetaro janaḥ | sa yat pramāṇaṃ kurute lokas tad anuvartate
Whatever the best does, that same the other people do. Whatever he establishes as standard, that the world follows.
Responsibility of the spiritual leader. The śreṣṭha — the best, the excellent — establishes pramāṇa — standard, norm — by his mere example.
This is spiritual sociology: the masses imitate leaders. Whoever possesses legitimate authority — not domination but excellence — has special obligation to act rightly. The world (loka) follows the superior (anuvartate) — not by obligation but by imitative nature.
