Prathama-prakaraṇam (Yama) · Verse 24

प्रवर्तकं हि सर्वत्र पुनरावृत्तिहेतुकम् । वर्णाश्रमोक्तं कर्मैव विध्युक्तं कामवर्जितम् ॥

pravartakaṃ hi sarvatra punarāvṛttihetukam | varṇāśramoktaṃ karmaiva vidhyuktaṃ kāmavarjitam ||

This verse reiterates the pravartaka nature of varṇāśrama duties performed with desire, emphasizing that the binding quality of action is universal (sarvatra) — it applies everywhere and to everyone. The repetition is intentional: the text wants to ensure that the distinction between binding and liberating action is crystal clear before proceeding. The solution remains the same: vidhyuktaṃ kāmavarjitam — prescribed action, free from desire.
